Abstract

Artikel ini ditulis adalah bertujuan untuk membincangkan Konsep Pembangunan Modal insan dalam Perlembagaan Iqtan Muluk dalam Undang-Undang Tubuh Negeri Terengganu. Hal ini kerana modal insan yang wujud dalam perlembagaan ini tidaklah sebagaimana yang diperakui oleh konsep modal insan Barat, melihat seseorang manusia itu hanya dari sudut kecergasan fizikalnya sahaja. Kajian ini menggunakan kaedah kualitatif yang menggarap sumber kepustakaan sebagai asas kepada tinjauan kajian. Kepentingan kajian ini boleh dilihat bagaimana konsep pembangunan modal insan itu telah wujud dalam undang-undang tubuh Negeri Terengganu dan pengaruhnya kepada masyarakat Melayu ketika itu. Hasil daripada kajian ini membuktikan bahawa perkembangan Islam ke Negeri Terengganu telah membangunkan masyarakat di dalamnya dengan pembangunan modal insan yang holistik dan akhirnya tertubuhlah Perlembagaan Iqtan Muluk“Itqanul Muluk Bi Takdil As-Suluk” dalam undang-undang Tubuh Negeri Terengganu.

ABSTRACT


The aim of this article is to discuss the concept of human capital development in Iqtan Muluk, the old Terengganu highest constitution. This is because the human capital concept in this constitution is not same with the concept of human capital in western perspective which only look and judge human from physical appearence. This research using qualitative method where the library research as the main field of it. The importance of this research is to review the concept of human capital development, which already stated in the old Terengganu constitution and its effects to the Malays community at that time. The result of this research show that the spreading of Islam to Terengganu, already developed the society with the holistic human capital and at the end, the constitution Iqtan Muluk Bi Takdil As-Suluk existed in the old Terengganu constitution.
