TAHAP PENGLIBATAN KOMUNITI ORANG ASLI DALAM PEMBANGUNAN KOMUNITI DI SEMENANJUNG MALAYSIA (STUDY OF THE LEVEL OF INVOLVEMENT IN ORANG ASLI COMMUNITY IN COMMUNITY DEVELOPMENT IN PENINSULAR MALAYSIA)
Abstract
Penglibatan Orang Asli dalam pembangunan masih menjadi isu. Sebagai kumpulan minoriti mereka sering dianggap ketinggalan dalam proses pembangunan komuniti. Paksi kepada proses pembangunan komuniti adalah penglibatan. Menerusi penglibatan, (ahli) komuniti dapat membentuk keupayaan mereka dan sekali gus membina pendayaupayaan komuniti. Kajian ini meneliti perkara asas dalam proses pembangunan iaitu meninjau sejauh mana komuniti Orang Asli terlibat dalam menyertai bengkel atau kursus serta penglibatan mereka memberi cadangan dan membuat keputusan dalam hal ehwal kehidupan mereka dalam pelbagai konteks dan peringkat. Seramai 319 orang ketua keluarga terlibat dalam kajian ini yang terdiri daripada kaum Senoi, Melayu Proto dan Negrito. Hasil kajian menunjukkan tahap penglibatan dalam pembangunan komuniti bagi ketiga-tiga kaum berada pada tahap yang rendah. Walaupun demikian sudah terdapat petunjuk bahawa komuniti Orang Asli sudah sedar pentingnya mereka terlibat sama dalam memberi cadangan dan membuat keputusan yang berkaitan dengan hidup mereka. Peluang masih terbuka luas untuk agensi pembangunan meningkatkan usaha dan mengubah pendekatan membawa perubahan kepada kumpulan minoriti ini supaya mereka lebih tertarik mahu melibatkan dalam proses pembangunan, sehingga akhirnya membentuk menjadi komuniti yang berdaya upaya.

ABSTRACT
Involvement of Orang Asli in development is still an issue. As a minority group they are often considered to be left out in the process of community development. The axis of the community development process is involvement. Through involvement, community members can shape their capabilities and thus build community empowerment. This study examines the basics of the development process, which is to see how far the Orang Asli community is involved in participating in workshops or courses and their involvement in making suggestions and decisions in their affairs in various contexts and levels. A total of 319 family heads were involved in the study consisting of Senoi, Malay Proto and Negrito. The results show that the level of involvement in community development for the three races is at a low level. However, there has been an indication that the Orang Asli community is aware that they are involved in making recommendations and making decisions related to their lives. Opportunities are still wide open for development agencies to step up efforts and change their approach to bringing change to these minority groups so that they are more interested in engaging in the development process, eventually forming into a viable community.
