PELAKSANAAN HUKUMAN PERINTAH KHIDMAT MASYARAKAT: SATU KAJIAN ULASAN SISTEMATIK (The Implementation of Community Service Order: A Systematic Review)
Abstract
Artikel ini disediakan bagi mengulas pelaksanaan hukuman Perintah Khidmat Masyarakat (PKM) di seluruh negara. Satu kajian ulasan sistematik telah dijalankan bagi mendapatkan maklumat lengkap berkaitan sejarah pelaksanaan PKM dengan menggunakan pangkalan data Emerald, Elsevier, Sage and Google Scholar. Keputusan kajian menunjukkan bahawa sistem perundangan di United Kingdom, Singapura, Hong Kong, Eropah, Uganda dan Malaysia melaksanakan hukuman PKM di negara masing-masing. Dapatan kajian turut mendapati bahawa hukuman PKM mampu mengurangkan kadar residivisme, meningkatkan sikap promasyarakat dalam diri banduan serta menjadi platform bagi mengintegrasikan banduan ke dalam komuniti. Hasil kajian memberi implikasi terhadap keperluan pihak berkepentingan mengenai kerelevanan konsep pemulihan dalam komuniti bagi memulihkan individu yang pernah terlibat dengan salah laku jenayah.

ABSTRACT
This article is prepared to review the implementation of Community Service Order (CSO) in different counties around the world. A systematic review was conducted to obtain information regarding the history and implementation of CSO in databases such as Emerald, Elsevier, Sage and Google Scholar. The results indicate that United Kingdom, Singapore, Hong Kong, Europe, Uganda and Malaysia are among the counties which have implemented CSO through their legal system. The finding also stipulates that CSO has the potential to reduce the recidivism rate, enhance pro-social behavior among offenders and creates a platform to integrate offenders into a community. As an overall impact, the study provided implications to the concerned parties regarding the importance of community-based rehabilitation to refine individual who has involved in criminal activities.
